The goal of the panel is to describe the global context to help guide Internet Governance discussions at the LACIGF event. Major milestones that have already been reached and those that are yet to come will be briefly described, with an emphasis on the dilemmas and issues that have arisen within the current context.
The panel will describe the various milestones that have been reached since LACIGF 2013, among them: the Montevideo Statement on the Future of the Internet; 1Net.org; IGF Bali and the session during which surveillance was discussed; the NTIA announcement regarding the IANA functions; NetMundial; the formalization of the IGF by naming a permanent Chair, and a balance of what this scenario will bring to the table this year: the future of the IGF, a balance of WSIS +10, the Working Group on Enhanced Cooperation (WGEC), the CSTD report and the ITU Plenipot to be held in October, the European Convention on Human Rights, and the Internet Civil Framework, among others.
An issue particularly relevant for this session is the process for transitioning oversight of the IANA functions currently performed by the United States NTIA to a global multistakeholder model. Parallel to this discussion, there are ongoing processes aimed at promoting ICANN accountability mechanisms.
The idea is that each panelist will comment on the milestones and events within their areas of expertise, thus making the panel as informative and straightforward as possible and providing a clear idea of the issues, stakeholders and institutions involved in these recent Internet Governance milestones.
A first (suggested) approximation to the division of topics among the various panelists could be as follows:
Each panelist will have 5-7 minutes to present these milestones (according to their areas of expertise), after which the moderator will kick off the Q&A session among the panelists themselves, as their presentations will likely spark dialogue between them, and then move on to participants' questions and comments.

The purpose of this panel is to promote a discussion on the challenges the region faces in trying to close the Digital Divide in terms of Internet access, considering two basic aspects:
a) Infrastructure and public policies.
b) Public access (IT skills, digital literacy, access and local content production).

The goal of this panel is to discuss the status of net neutrality in Latin America. This is an extremely relevant and relatively urgent issue – after the Net Mundial meeting, net neutrality was one of the issues to receive the most criticism from various sectors. Indeed, the meeting's outcome document noted that, while productive and important discussions had taken place, there were still disagreements over whether to include net neutrality among the document's principles. The recommendation was to continue discussing the topic at forums such as the IGF.
This panel seeks to continue that discussion, prompted by certain questions which, we hope, will trigger the debate.
Is it true that there is widespread disagreement as suggested by the final NetMundial outcome document?
If so, what are the main points of disagreement? What are each side's interests, positions and arguments?
At a global level, do we see opposite or contradictory trends in terms of regulation or can common patterns be detected? What about in Latin America?
How do we rate net neutrality experiences in Latin America?
What lessons have we learned from those who chose the path of net neutrality? What lessons can the countries that are currently taking steps in that direction learn about these experiences?
How relevant to this discussion are the pronouncements of international human rights organizations who have spoken out in favor of online neutrality?
How do we believe discussions on this issue will move forward at the next IGF?

This session will take the form of group discussions. Participants will be divided into three groups. The goal is for the groups to identify NetMundial contributions and how they relate to our regional context. The results obtained from this meeting will serve as input for Sessions #7 and #9.
Each group will analyze and discuss three main aspects of NetMundial from a regional perspective:
1) Internet Governance principles.
2) Internet Governance roadmap.
3) Aspects of the process and meeting methodology (event structure, workflow, process used to create groups, drafting the document, etc.) that could be adopted and/or improved to help develop a regional agenda.
